But does this mean that only the 4 PPVs events are on PPV and the rest are free or something?
You would still have to pay to see all of the shows. The difference is, like IYH back in the 90s, the "specials" are pre-taped & cheaper than the bigger & live PPVs. So TNA X-Travaganza will run for a cheaper PPV price than Lockdown.
