I don't think he does, I think that joke was to do a few things. 1) Make the crowd laugh and possibly make a chant out of it and trend something. 2) Because of the bags that have been under Punk's eyes for literally years.
I thought it was funny, though. You gotta love Rock's insults. :Rock
