Cena/Ziggler won't go last because they were teasing a MITB cash in from both men on RAW. Their match will be much more significant if they have it in the middle of the show or something, so they can tease a cash in during Sheamus/Show. If Cena wins, he cashes in on Show, if Ziggler wins he'll wait to cash it in on Sheamus 'till RAW so a babyface can close the PPV.
