There's a difference what Randy did/said and what Kid Kash said. Orton said that during a heated feud centered around the big underdog Rey Mysterio winning the World title in tribute for his dead best friend Eddie Guerrero.
In films when things like rape happen, to actually get it published the film-maker generally has to have a "redemption" for that act. When Orton said that in the angle, the "redemption" was Rey Mysterio winning the World title for Eddie at the biggest stage of them all Wrestlemania.
Kid Kash for no reason aside from getting cheap heel heat from a Canadian crowd at a TNA house show claimed he wanted to break Owen Hart's neck. If it was part of an angle where they have Harry Smith come in or a random Canadian guy who then beats him, then at least there is some sort of pay-off to it. But to just use it to try and get Eric Bischoff's son over at a TNA house show? That's pathetic.
So it's okay to insult dead people if it's for a big ppv with a payoff but not for a house show? Chavo and Rey being okay with it means nothing, it only comes off as them making a living under Eddie's name.
Also, no angle should be centered around someone's death. I take kash saying some stupid shit to get heat at a house show than a company trying to milk money out of death and sell it as a ppv main event.
The reason why we don't get fresh ideas and promotions rising in American Pro Wrestling is because the majority of the community is happy with the same old shit and will reject any chance of change. There is a risk in doing new things, 9 times out of 10, it leads to 50+ pages of bitching and moaning. While business gets turned into a dictatorship and more and more out of touch. Support the indies, support New Pro Wrestling.
