Both scenarios make the most sense. Ziggler has faced Sheamus/Orton numerous times, but has yet to really feud with either.

Seems cool, SD should start booking their ME stars to revolve around the World Title. Wade, Sheamus, Del Rio, Ziggles, and Orton will probably be doing some major clashing in 2013 if nobody gets drafted.
