In terms of WWE, Capital Punishment in Washington DC. Good god oh mighty. Even 1995 crowds were better than that.
And this is a perfect example of why WWE is killing their own crowds, like Choke2Death said. Capital Punishment may have had a horrendous crowd, but look at Backlash 2000, which was also held in Washington DC. One of the greatest pops of all time, Steve Austin returning to help the Rock, along with Rock winning the title (the final 5 minutes of the main event basically). And before that, the crowd was still hot for everything, from Jericho/Benoit to Trish Stratus getting power bombed by Bubba Ray through a table, they loved it. 11 years later, and WWE's shit product has killed their live audience.
As for the worst crowd ever...that's hard to say. I can tell you that the crowd for Lockdown 2012 was absolutely dreadful and ONE of the worst ever, which is really surprising since its James Storm's hometown and he was in the main event challenging for the title. Didn't watch HIAC 2012 but I'd be hard pressed to believe it was worse than Lockdown. You could hear the guy in the upper deck sneeze, it was so quiet.
