Sheamus WAS pushed too fast, and Brock was a different situation; crowds were genuinely impressed and he was over.
The damage? A few things, 1. It cuts short CM Punk's title reign, 2. The rock is fighting the champion at the Rumble and it obviously can't be ryback, so it screws up WWE's plans 3. if CM Punk wins it back from ryback, ryback loses anyway and Punk's previous title reign gets cut short for nothing, 4. Ryback needs more build, and he hasn't proven himself to be able to work the main event style or be consistently over. Cena didn't win his first WWE title match, and he's the face of the company. He won the title relatively quickly but that was only after he was proven to become extremely popular and a capable main event performer.
