Big difference though. Timing.

When JBL lost the belt to Cena WWE was actively looking for new stars. That Wrestlemania was about Cena and Batista taking over.

If Punk lost his belt to a young upcomer this year the match would be so far down the card it would barely matter. It's the 3rd biggest storyline on Raw alone with Rock and Taker dwarfing the coverage.

Punk's had a 300 plus day reign and it's barely mattered. Point is if it's not a Main Event storyline it's not going to create a new star. Punk pretty much has to drop his belt to an elite established superstar on a huge venue because otherwise the storyline just isn't big enough. With Cena, Taker, Lesnar, Rock there's just no room for Punk v "x" new star and expecting that match to create a new star. That has shades of Punk v Jericho all over it.
