Devon isn't even the Vice-President, nevermind the leader.
#1 - Devon had a "Prospect" patch on the front of his jacket.
#2 - Aces and 8s twitter right after the match had a tweet saying "Good job Prospect."

Anyways, Bischoff is still my guess as leader. We only saw the leader once and it was played by Eazy E, and he said something like "Brotherhood... what do you know about brotherhood and sticking up for your brothers." Obviously referring to Hogan's face turn at BFG '11. Either Bischoff or Jarrett.
I like Devon as a normal member, no issue with that.
