It's because when they are doing there rosters they capture guys who are appearing on TV around the wrestlemania time. Guys who are on mostly all the time. As far as some other 'legends' those are usually guys who have appeared on a show in the current year. But yeah I do agree they coulda just copied him. They probably didn't have enough disk space.

Honestly speaking, things like unlockable photos is just stupid I doubt many gamers will actually care about the photos and I'm sure we'd rather prefer maybe even 1 more superstar rather then a bunch of unlockable photos.
