The writer/booker wanted a screwy finisher to tease tension between all tag teams.
Chavo and Angle worked a solid wrestling match until the end, in this case the road agent failed for not coming up with a decent finisher.

The reason why we don't get fresh ideas and promotions rising in American Pro Wrestling is because the majority of the community is happy with the same old shit and will reject any chance of change.
