Well, there are several sides here. There should a strong build to any PPV (in terms of time, and actual storyline advancement), but with 12 per year, it's difficult to do that for each PPV. Unfortunately in this case, WWE's biggest feud (arguably) in Punk/Cena isn't getting proper build because Cena is hurt, and probably shouldn't work a match, with them not knowing if Cena will be healthy.

Also, one of their big 4 PPV's in Survivor Series, will only get 3 weeks of build, which is not OK.

Someone made a point earlier saying that Hell in a Cell gimmick PPV, and it is because the HIAC is used to end feuds and is made out as the devil's playground and whatnot. For Punk/Cena, it's perfect (except when you can't build it because one of the guys isn't there) since it will likely end the feud for a bit, and a Punk victory would do wonders for him.

On the other hand, they're also putting Sheamus/Big Show inside the cell, which is stupid, because HIAC shouldn't be the first match in a feud. There are two ways this ends: 1)With Sheamus overcoming the odds and pinning Big Show. or 2) Shows wins and the World Title. I don't think Ziggler will successfully cash in, since they've mentioned Bryan cashing in on Show last year, I think he'll attempt a cash in and get punched out.
