Of course it was planned! You can't just call a spot like that on the fly. Not only was Foley at risk but so were the cameramen, the commentators, the announcers etc. etc.

I'm not sure who came up with the spot but they're a feckin genius. Especially seeing as Foley came out of it relatively fine and its probably the most iconic image in the history of pro-wrestling.
