I'm guessing because of the PG rating right there isn't going to be a lot oh HIAC matches so that's why they are putting i't on only the major titles WWEC, WHC, And the same goes for every other PPV like TLC at the PPV they can use Tables Match, Ladder match,chairs match, TLC match, And the TLC Specifically are only in the major titles also, those matches most of the time you see i't in the TLC PPV, The same goes for the other PPV's that the WWE have so the hard matches like TLC, HIAC usualy be with the major titles only.
