It was a memorable moment and something special they wanted to give the audience because it was WM and to get over Taker's devil character back then, after the crazy spots Foley took, that was a way to send the message that a HIAC can be career-threatening match even without the insane bumps. I don't really see how it's offensive TBH, it was obviously a step above but they did plenty of things like that all over the shows anyway. Vince was the real Vince back then telling people that if you don't like it, don't watch it and stood by his product. Pretty much the complete opposite from today.
