Depend of what you understand for strange...

In Cinema, almost all the rules can be easily broken always if the film requires it.

At a formal level there are infinty of extreme projects, probably the most radical thing i saw was Branca de neve a "sonorus" film in wich there are 3 o 4 random scenes, actors telling text and the majority of the movie happens to be only a black fond.

Others things can be the experiments of Warhol, things like Empire or Sleep.

Other example is Satantango (Masterpiece), a 7 hours film in wich Bela Tarr tries to expand travellings for the longest time possible, the result is beatiful. (http://www.youtube.com/watch?v=wA2APi0cTYY)

If you are only talking about plots, then you can put here any "surrealist" thing on earth begining with Bu˝uel and Lynch or almost any serie b film.

One of my favorites in this regard is Tsai Ming Liang, the man is really crazy
