In dynasty you keep everyone except 1 or 2 spots and do a rookie draft each year.

Yes, but if you're keeping someone from the 6th round they become a 4th and then you want to keep them AGAIN in the 4th it probably means they're a top talent (or you're an idiot) as they'd then become your 2nd round pick.

This is value round keeper format. It's meant to reward great late picks. Theoretically a 15th round pick this year can be kept 5 years in a row but it isn't exactly likely to happen. The greatest value is when you have guys you drafted late turn into great players alway.
